I can"t remember if the 3.3 has a timming belt. Ck the timing belt by pulling off the oil fill cap and see if the cam/valves are working(Dist. runs off the cam) or using a pry bar and prying the timing cover back and see if the timing belt is turning as some one does the cranking. As for your shut down relay try switching to another relay like your A/C relay and try that or go get one from the auto parts store (cheap) or from another dodge around that year. all dodges use the same relay Chris
