For the .01% of trailer towing on mountain passes during slippery conditions when it's best to park your rig. A bumper hitch will put as much weight on the front and rear with a weight equalizing hitch. Such a tiny little advantage there, not worth it.
For the 99.99% of load haulers who need to get the tractor mid trailer instead of being stopped by fenders. It's better to use a deckover trailer and get the proper for-aft balance instead of a tail heavy fendered trailer that will sway the rig into the ditch or oncomming traffic.
