That model is dyno checked at 680 PTO RPM (2400 engine RPM)pulled to 620(2200 engine RPM).If you checked it at 540 then it will check low, but it should be higher than 70 hp.Those engines are notorious for slobbering on the right side, but the horsepower reading tells me that you are probably correct about it needing a headgasket.Probably needs a valve grind too.I would not give more than $5500 for it.
