Help on a Farmall WD-9

Ok so I have a problem. My WD-9 won't start. Its won't even crank over. We have it on gas to start it, the starter spins fine, but it won't turn over. We took the spark plugs out too, but nothing is making a difference. Every few tries to start it, the starter will freeze up. Please help me figure out what could be going on here and how to fix it. Thank you!
