If the battery plates have developed sulphation from being totally discharged or allowed to remain at less than full charge for a long period of time,then use a device like the "Battery-MINDer.
This is a charger/maintainer/desulphator,sold by Northern Tool,which will often restore the battery to near 100% power.

If the battery plates are worn out by age, shedding plate material from vibration or overcharging/deep cycling,or shorted because of damaged seperators/low electrolyte/buildup of shedded material, then nothing can be done to restore the battery.

I use two of the BatteryMINDer devices to maintain all my seasonal use farm equipment batteries in the off season. I try to give them 1 day out of 30 on the BatteryMINDer, to keep them fully charged and free of sulphation.
