Any time you've got a venturi, you lower temperatures. And if conditions are right, ice builds up. Some carburetors are more prone to it than others. Now that I can't really explain, but I've learned to accept it. To keep ice from forming on parts in the venturi, you need warm air, or a warm carburetor. Cars routinely have a warm air duct that draws around the exhaust manifold. Some also used a manifold/carburetor heater system of hot water or exhaust. It works. Before I went modifying a tractor, I'd wait a little longer to see if it's a real problem, or a fluke occurrence.
