Sounds like the radio's 5 watts of power isn't being efficiently turned into radio waves.
Odds are there is an anteena or cable impedance miss-match, high resistance or shorted connectors, coax cable problems sort or open and an antenna that isn't mounted with a good ground plane.
A base radio hooked to a coat hanger should go 3 miles.
Only a red neck would think CB echo sounds good.
