Newer buildings are designed for a certain snow load usually available from the local inspector. My place is designed for 45 lbs/ ft2 because I've got a steeply sloped steel roof. The local ground snow load is about 55 lb/ft2. These numbers include rain fall and cover 99% of the winters in the last 100 years or something like that.
