Farmall foible,s?

Ive been wanting this 35 farmall f-20 for awile, and the older man is wishy washy about letting it go, what do i do with people like this? Do I just lay the money on the table so he can see it and then he:ll maybe go for it? Or just keep bugging him till he say,s ok and then get it, I know He:ll never redo it and it just sit,s there in his yard of a welder,s shop, It,s got the rare french and hecht rear wheel,s, but the one on the left rear is rusted thru in the rim part,
