In Ohio, as in most states nowdays, you are going to have to prove that you paid sales tax on everything that you used to make the trailer (it's the same when you build a boat). Sometimes they might just do a casual look at the receipts for major items, other times you will get quizzed on every nut and bolt. If it was a boat and they were unsatisfied with your paperwork, you would be taxed at the full value of a similar commercially built boat. Their careers depend on tax revenue so you know that they are going to collect as much as possible.
