That's not a big mill as these things go. We had one like that when I was a kid and dad ran it with a John Deere B. It's like John said, how much HP you need depends on how fast you're running stuff through it. I think you'd like running it with a tractor - at least I would. Remember that you can replace gas HP with about 3/4 that much electric HP, so if an AC WD is 35 HP you'd want 26 electric. The 20 HP would work as well, but you'd need to be careful how you regulate the amount going into the mill.
