What size tire chains do I need?

I bought a set of chains at an auction. They fit on my 13.6 by 38 tires. To fit properly, how far around the tire should they go? Half way from the bars to the rim?
I could not get my tractor up the hill to plow snow, so I had to put them on.
Is there a "right way" to put them on? My latches are so stiff that you have to pry them open and closed, but if they were loose do you need to have run a correct way?
