Check the rear axel, and see if you have air brake canisters. It was possible to get hydraulic OR air brakes for the 1800 series Paystars. If the saucer shaped canisters are pointing towards the wheels, these are wedge brakes, and could be frozen in place.
Maxi brakes were not that common on this small of a truck back then, and your emergency brake was a drive shaft breke drum by the transmission "U' joint. This is a good place to look, if it was sitting for ten years, could be rusted in "park position". IF there are maxi brakes, check to see if the emergency side of the can (pointing AWAY from the axle, with NO air lines to it, but has a hole in the center)is rusted with any CHUNKS of rust comming off. DO NOT MESS WITH IT, if you've had no experiance with truck air brake systems. If you are not sure, find someone who is. Know what you're looking at before you tackle it.
