If you have good flow of fuel to the carb then it seems to reason that the carb itself is the problem. Does fuel drain from the float bowl?

Sounds like you have a metering orifice restricted within the carb or one of the metering screws not set right.

Try setting the main jet/mixture screw out at two turns.
