Had the same problem on a Mercedes 190D car that I once had, tried new belts, in the end I found it was the piviot bearing on the tensioning jockey pulley arm that had worn slightly making the jockey pulley run slightly out of true on the back of the belt causing the squeal. Hope this helps.
