Is the gauge reading volts or amps? In winter 14.2 V is normal and summer 13.8 is the usual.
If it's an ammeter the current should gradually drop after the tractor runs 5-10 minutes.
Does this tractor get started and ran for hours? Or started, putt around 10 minutes, shut it off,start, putt around 10 minutes, shut it off,start, putt around 10 minutes, shut it off?
