I'm sure some of the other fellas can add to this, but first you need to get control of the rust. Try to find what's causing it, where the moisture is getting in (hinge, bad weather gasket, etc.) and seal it. Next, wirebrush or sand the loose rust off and clean the area with solvent or thinner. I would then spray the rusted area with a product like Extend which locks the rust and converts it to essentially primer. Now, others may disagree, but I would not repaint it with latex. My preference would be an oil based or polymer paint designed for use on metal, perhaps an epoxy or urethane.
