When do you see it? When you first open up your browser? Or does it pop into your browser at random? Probably somebody hijacked your browser to generate "clicks" in a pay-per-click fraud scheme. Reverse nslookup on that IP says that it is "bkbmedia.com". whois says that bkbmedia.com is registered by godaddy.com. And when you look at that page, it's just a "parked" domain with a lot of links. I think the whole thing is set up for "pay per click" fraud. You can report the offending addresses to godaddy.com, and no doubt they'll bring down those web pages. But that won't help you clean the garbage off your computer. Right now, it sounds like your computer is a "bot". Sorry I can't help you any further; I don't use Windows myself.
