FWIW. Brought a used IH 2 ton truck from a dealer. gas engine, brakes didn't work, pedal would be real solid. Worked a little engine was at idle. Tore everything apart, replaced Hydrovac, same problem. Found prior owner name on old registration in glove box, called him, he said he could never get them fixed, replaced darn near everything. He got rid of truck because of problem. Everything looked good. I found another IH truck, got to looking and the 2 steel lines to the vacumn tank were opposite mine. Lookedat mine some more - looked like a logical routing 'cause that's the way the tubes were bent - looked like they hadn't been tampered with. So, I switched them around and low and behold it had brakes.
