My very little experience has been that it depends on the seller, and how good a customer they feel you are...but my real reason for commenting is that on US mail, there's a "proof of delivery" (my terminology may not be correct) for a usually quite small charge that I believe is supposed to avoid these situations (you can't prove you didn't get them and they don't know whether to take the loss on their end if they mailed them in good faith). Perhaps others have used this and can advise if I have the right understanding; not any help now, I know, but I thought you might not know this existed. I assume the PO has some procedure to locate "lost" packages (the PO machinery had a reputation for awhile of mangling packages to the point addresses sometimes couldn't be determined). With sympathy.
