The guys below have it about right. You can't fight that water. You can only divert it or modify it into a pond. We have had lots of spots like that over the years and it always turns out to be a broken tile or a plugged stone ditch. Sometimes it can be dug up and fixed. Sometimes it needs a whole new tile line.
