I don't know what kind of mower you have. I have a 1207 JD and none of my old Farmalls will lift it. They all test with pressure they are suppose to have. This is due to there being a break over point on the mower. Same is true with my 15 foot bushhog. It will raise the wings part of the way, then it needs a extra shot of pressure that is not there. I can get off tractor and help it just a little and it will raise it on up on its own after that little boost to get it over the hump. As mentioned you may change cylinders and get it to work, but I don't think it will ever work with the cylinder you have.
