Fertilizer needed

First.i want to say thank you to all the military personal that have served,or our serving our great U.S.A...
I have 4 acres of hay i planted last year,cover crop oats.This year it sure don't look good,thick but not very tall.I'am guessing i should of put fertilizer on it before growing season,after first cutting what number fert should i use? I know soil test should be done,for 4 acres when would a test be done.
