hydraulic problem on IH TD-9 w/ Drott skid steer loader

I have an older International Harvester track type TD-9 with a Drott skid steer loader. The hydraulic system has become jerky, (very) slow, and sqeals some, but it is still powerful although the fluid is milky. I tried replacing half of the fluid to see if that would help and it didn't seem to make a difference. The filler cap has a magnetic bar attached to it that extends down into the hydraulic reservior. When I pull it out to check on the fluid, it has a new batch of very fine black shavings on it which I'm assuming is metal from something wearing in the system. Is there anyone out there who can help me diagnose this problem? Is my hydraulic pump wearing out? What confuses me is that I'm still getting full power while it is jerky and incredibly slow. I sure appreciate any help that anyone can offer. Thanks!
