You replaced the reg. The light is on so that means it's not charging at all. You will need to re-polarize the generator. IF you search in the archinves on the Ford board there will be any number of posts there where Soundguy describes how to do this in detail. He does more of it that me, so he'd know. I install alternators to solve electrical problems on those tractors.... so I can't tell you off the top of my head the exact wires to jump to polarize it. If that doesn't solve the problem then there may be problems with the generator or even a defective regulator. Assuming this is a 3 cylinder tractor with the Lucas electrics, bad out of the box wouldn't surprise me... but polarize it FIRST before condemning anything.
