His defense might prevail in NYS as the ENCON law there allows the killing of cats by anyone holding a hunting license IF said cat is hunting protected wildbirds or with a protected bird in its mouth.
But as far these kids go, get the state authorities involved quick, forget the locals, before they turn their sights onto something bigger.
Many years ago a horse was shot and killed by local druggies with a .22 rifle. They claimed they were just trying to scare it. Door to door investigations lead us (I was an ENCON Officer) to their house. Hours later they were dragged from their beds, cuffed, charged, and later convicted of state felonies.
The law does work.....not always, but often enough.
