I don't think I know of the specific book you are refering. In the teens and twenties the Department of Agriculture published annual yearbooks on various topics. I know my dad has at least one that covers apples.
Here are two modern books that we own and found pretty helpful:
"Apples" by Roger Yepsen. It has a hundred or so different varieties with brief decriptions and illustrations will of each. This one is pretty inexpensive.
"Old Southern Apples" by Creighton Lee Calhoun. This one is a bit pricy, but has even more varies and more descriptions. Most of the varieties are also grown in the North.
