You need to bring No1 piston to TDC on the compression stroke. Once you have it at TDC look at the valves on No1 piston. Both should be closed and rotor should be aligned with the No1 plug tower. Set the valves at .017" cold. Hold your hand over the throat of the carburetor and see if there's any suction. Compression and manifold vacuum are all related.
