Hmm.. You wont like this but sounds like you have found one with a bad steering motor. I have not had one apart, but there are bearings in the steering colum that can cause the wheel to not turn, the other is the steering motor is slipping. The 1600 I believe has a saginaw steering motor ( hard to find parts for ) but can be replaced with a charlynn motor ( gets expensive with all the fittings and adaptors needed ). Dont have their number, but miabach's (sp??) in Ohio is an excellent resource.
