Just to add another slant based on experience- Probable cause is needed to pull someone over and check for drunks- main reason. Possible drugs, weapons, stolen vehicles, improper registration, no insurance secondary but usefull public safety issues. Any little excuse to pull over and check- possible observe Drunk or something - will be used as officer feels like it and is encouraged to use. Expired plate is valid excuse- a drunk driver found as part of traffic stop wil not get eveidence suppressed. A couple of police have eventually admitted to trolling for drunks after checking me out after late night after work stops. Couple others have noted they catch 2-3 suspended drivers, bad registrations a month just by picky stops, a stolen vehicle every couple months. They write the ticket for defective taillight, failure to signal or expired tag and have it timed 2 minutes before the ticket for drunk, or whatever. If no drunk or other bust the ticket- warning or repair by also- is written to match dispatch log of pullover for something- officer wasn't seeing girlfriend or doing something improper. RN
