Nobody was endangering anybody. This recall is to punish the company, pure and simple, and has nothing to do with safety of the meat supply. Like it or not, "downer" cows are a fact of life. I understand these could ambulate under their own power when they came to the plant (illegal to take cattle that can't walk into the plant)- then went down. So what do you do? Can't butcher them in place, because of sanitation considerations (doing so might be more humane, but then you REALLY ARE creating a health issue). Answer is probably killing and bleeding them in place, then transporting to the butchering floor (maybe using a portable winch). Another good suggestion is for the self righteous PETA folks to butt out.
