2.) Replacing the outside seal (#9) is PROBABLY only a temporary fix, as there is an "O"-ring, (#19) DEEP inside the steering valve. Rebuilding that valve is NOT for the faint of heart, or the inexperienced, and the number of DEERE mechanics every-day familiar with the setup procedure is dwindling.
3.) To do the job correctly, the valve has to come out of the dash, then be disassembled.
4.) Since I am basically lazy, I WOULD try the external seal FIRST, unless the tractor is being torn down for a major restoration, or it is absolutely critical that that leak be stopped the first try! Good Luck!
