It's a COMMON thing for clutch discs to rust to the flywheel or the pressure plate during periods of non-use.
I've never worked on a Belarus, but I ASSUME they would be similar to US tractors in this respect.
Is it a totally mechanically-released clutch? If so, try blocking the clutch pedal down for a few days to give it a chance to pop loose.
The other cure folks us is to start the tractor in gear, and drive it around, jerking it with the brakes, 'til the clutch pops loose.
I am NOT suggesting you do this, as I don't know what your level of mechanical experience is, and if you can do this safely, I am just telling you how some folks who have been around this stuff all their lives sometimes do it. BE SAFE... don't try something unsafe, or something you cannot do safely! STARTING IN GEAR KILLS!
