Here in Minnesota farmers got together, bought shares in new coops, and built ethanol plants from the ground up. With their own, farmer, money. The govt did help with technology, research, etc. Minnesota has had E10 gas for decades.
So, I disagree. Of the 18 ethanol plants in MN, I believe 12 or more are farmer-owned coops. Most were set up with the farmer delivering so many bu of corn per share purchased, and you could even get so many bu of feed DDG back from the coop for your livestock. The share money collected built the building & machinery to make ethanol.
Farmers did it themselves. Here. Early on. No one else wanted to stick their neck out & invest in it. Farmers did. Any industry has a little govt help - infrastructure, research, etc.
