Lots of things can cause this and when you spend all the money and get the arms to go up, without the proper adjustments, they will not go down!
Anyway, enough about my issues. It could be something as simle as a stuck pump cotrol lever. A stuck piston, maybe. If the tractor has had water in the belly the pump may be broken. Anyway, drain a couple of gallons off and pull the side inspection cover. This is the one with the dipstick. There you can watch the pumps operation. Get yourself a manual. You are going to need it.
