The bottom of the tank should stay cool until the top of the tank is hot. The top stat opens one line to the top element. And closes one line supplying the bottom stat. The bottom element should be energized until the bottom of the tank is up to temp. At least one if not both of the old elements are probably still good. A 3000W element should measure 19.2 ohms hot and a 4500W element measure 12.8 ohms hot. Careful measuring in there. If properly wired. Both elements will have 120V on them even if the stats are not calling for heat.
