I agree with what's been said already but can add a couple more things. Make sure that the tractor doesn't start bobbing up and down on the remains of the original washboards or you will just re-create them. Also, show the road a little bit of mercy until it gets compacted and stabilized, no spinning, no sliding on corners, and try not to run in the same track every time. The problems will always come back unless you pave it, but you shouldn't have to grade it more than twice or three times a year. Part of the problem could have been caused by plowing snow with soft ground underneath, snowplows are very likley to bounce and bob anyway, and if the road is soft they will mess it up pretty badly.
