Rossa Master injector pump down!

I have what is belived to be a 1961 (thanks Geo),Ford Industrial Backhoe Tractor, with a 4 cylinder Diesel motor. I'm haveing fuel problems,its getting fuel to the injector pump but not enough coming out to the injectors. It has a Roosa Master,model DBGVCC429, 2200rpm injector pump on it. Is there any adjustment on the out flow of it? Tractor was running excellent then next day, bang, it wouldnt start. It will fire right up with either, but then die off.
