If the pump is properly primed and it still won't lift then I'd say the unload valve is stuck. quite common on those tractors. Try removing the bleeder on the top of hte hydraulic pump and crankig the engine over with the coil wire removed. Get the air out and then putthe plug back in. See what happens...
If the unload valve is stuck you're best to remove the lift cover and go through it..
