But it's a small arms war over a big area.
It's a war for small frigates and PT Boats...and a lot of them, not Aegis destroyers and aircraft carriers.
It's also complicated by how much in a knot our legal system is becoming. The U.K. and some other European countries have issued directives to their military to NOT arrest pirates -- they're governments are concerned if pirates are brought to European nations for prosecution they'll be eligible for political asylum. Many were surprised when France actually did haul some back for prosecution.
So how the heck do you fight someone? Can't be by clandestine operations...look at the furor over "extraordinary rendition." Can't do it by military operations, 'cause we might sink the wrong boat. Can't do it by police & prosecution, cause if we arrest them then they'll seek their rights under western nation's laws and ask for asylum.
