I can't see real well but I'm 90% sure. What you have is a plow point, but not as others have suggested from what I see. If you ever walked behind a walking plow and got into cutting roots around stumps you will understand this point. If you cut a root off with a walking plow it tears it apart and often a root will snap back and take your legs out from underneath you. Even a fast young man would be found laying on the ground rubbing his legs after such a ordeal. This device worked at the top of the cut and would cut the root so it would not spring back and take your legs out from under you. There are numerous ones in old machine sheds around here.
The reson I'm not 100% sure is I have never seen one with paint on it before.
