Well if a seller says a little blow-by I translate that into ALOT ! unless you know that person to be honest. Sounds like it may be a little high priced as it likely will need rebored and new oversized pistons installed. A good chance it has the above mentioned worn out/broken top rings.
While you miss out on all the "fun" it is usually a better buy and wiser to buy one allready quote "restored" by someone else.
