So if you don't understand what the eleventh hour changes are, it's laws or regulations that a President wouldn't normally mess with during his term because they would be so unpopular. So in the eleventh hour(EH) or final days he changes laws or pardons people. One of his EH changes is for the coal industry to be able to dump closer to waterways. Obviously there's a problem with this if there's a big pollution spill in his EH. I didn't say Bush was responsible, but if you check into it he probably cut the testees off the agency that was suppose to watch over this. His EH change just made it easier for this to happen in the future. So even when he's gone he'll still be screwin us.
