The property is classified "Agricultural" and is eligible for an 18 mil qualified agricultural exemption when it's determined that it meets that discription for "highest and best use". In other words,the value is determined to be from AG as opposed to recreational,residential,etc. Kind of a "legalistic" definition for you anyway.
