If I remember right from my high school Civics, the president does not make any laws. The legislative branch does that. The president is to execute the laws drafted and passed.
Another thing, it often takes 3-4 years for an economy to turn around. So lot of times someone gets credit or blame for something they had no hand in.
Another observation, They are mostly all corrupt and incompetant in my opinion. If they dont figure out a way to get money out of the elections we are in deep trouble. The idiots with the money are putting these puppets in office. By idiots I mean most special interests, Hollyweird, green weinie whackos, etc.
Final observation, except for the military, most anything the governmentd does, private industry can and should do. Private industry can do it better for less. Never seen a govt program that wasn't filled with waste and mismanagement. Lower our taxes then get out of our way.
