Sounds like it would return to the highway being running when sold. Only way it could work is the entire vehicle be cubed, motor and all. Scam in Illinois on the vehicles given to charities was the tow company (not the Lincoln park one) never took when to they should have gone. Took and sold, cause they had title in hand when picking up cars. Another one was to tow stalled vehicles on express ways and chop. State police put planted cars on express ways and caught the crooks.
