If you have any ducted heat that helps heat the basement a 1500 watt electric heater added to it would keep it plenty warm. I use a couple of these. one with a wall Stat in the basement and the other with the in unit thermostat set to 500 watts for a large dog house. The in unit thermostat would be fine and easier to install. A Quality heater available at lowes and other home improvement stores.
A free standing propane Stove with a blower on it would work real good too!
