it is the "clock spring" or ribbon under the steering wheel, i replaced mine a couple of weeks ago after having the same problems with mine,the wires inside unit break off, easy to replace but you will need steering wheel puller and some torx bits, and some basic hand tools,do not let the wires from the air bag contact any power source or you could have a explosion!,buy the part so you see how it is made and it will be easier to install.
