Pull the fuel filter off again and see what kind of flow is coming into the filter. It should be a good steady stream. If it's not, head towards the tank and find out why not. Change the filter again too. It's cheap. There could be crap floating around in the tank or there could be something blocking the screen in the shutoff valve.
If that doesn't turn anything up, drain the oil in the pump cambox and refill to the correct level. It could be dry causing some problems... or it could also be full of fuel and causing some problems. Go with that and see how far it gets you anyway...
