In the commercial dishmachine business we call this scale, and it causes elements to burn out in the 12 KW electric heaters that boost the rinse water temp up. We have cleaned the accumulation out sometimes by taking out two elements, setting up a trough to a drain from the lower one and sticking a hose into an upper one and flushing it down the floor drain or into a tub for disposal.It was the best way I ever found to really clean one out.
